This is a geographic exploration of some of the socioeconomic factors to consider when it comes to data center impact. <\/span><strong><span class=\"a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none\">Big Tech touts the benefits of data centers, but what are the costs?<\/span><\/strong><span class=\"a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none\"> For example, the targeting of vulnerable populations and rising energy costs are two major concerns.<\/span><\/p>\n<h4 class=\"cvGsUA direction-ltr align-justify para-style-body\"><strong><span class=\"a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none\">Key questions guiding this research:<\/span><\/strong><\/h4>\n<ul>\n<li><span class=\"a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none\">Are data centers disproportionately located in socially vulnerable areas?<\/span><\/li>\n<li><span class=\"a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none\">Are citizens bearing the brunt of rising electricity prices?<\/span><\/li>\n<\/ul>\n<h2>Research Objectives<\/h2>\n<ul>\n<li>Highlight data centers located in the most socially vulnerable counties (&gt;=80th percentile).<\/li>\n<li>Analyze potential regional patterns among CDC Social Vulnerability Index data.<\/li>\n<li>Identify data centers in states with highest electricity prices above the national average.<\/li>\n<li>Calculate and visualize electricity volatility (standard deviation).<\/li>\n<\/ul>\n<h2>Methodology<\/h2>\n<p>The CDC Social Vulnerability Index (SVI) is available through ArcGIS online. I mapped SVI against data center locations by county. I merged the data sets via spatial join, then performed a <strong>cluster and outlier analysis<\/strong> (Moran\u2019s I) to identify the most vulnerable geographic locations.<\/p>\n<p>Using residential electricity prices from 2020-25, I created a calculated column with the total average <strong>price percent change<\/strong> across that time period for each state. Residential electricity <strong>price volatility<\/strong> is the standard deviation, representing how much a state&#8217;s electricity price typically deviated from its own average across 2020\u20132025.<\/p>\n<h2><strong>Analysis<\/strong><\/h2>\n<p class=\"cvGsUA direction-ltr align-justify para-style-body\"><span class=\"a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none\"><span style=\"text-decoration: underline;\"><strong>SVI Clusters &amp; Outliers:<\/strong><\/span> <strong>The Southeast, Gulf Coast, and Texas are areas of concern<\/strong><\/span><span class=\"a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none\"> given the presence of high-high clusters, meaning these are counties with high SVI surrounded by other counties with high SVI. Washington D.C. had the largest price surge (73.7%), and Iowa saw the smallest price increase (10.1%).<\/span><\/p>\n<p class=\"cvGsUA direction-ltr align-justify para-style-body\"><span class=\"a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none\"><span style=\"text-decoration: underline;\"><strong>Price Volatility:<\/strong> <\/span><strong>Hawaii, California, and Maine had the highest price volatility (4.8-5.5)<\/strong><\/span><span class=\"a_GcMg font-feature-liga-off font-feature-clig-off font-feature-calt-off text-decoration-none text-strikethrough-none\"><strong>.<\/strong> Most midwest and some southern states had low volatilty (0.5-1.5)<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-10971 size-full\" src=\"http:\/\/studentwork.prattsi.org\/infoshow\/wp-content\/uploads\/sites\/2\/Screenshot-2026-05-09-at-6.46.03-PM.png\" alt=\"\" width=\"2026\" height=\"802\" srcset=\"https:\/\/studentwork.prattsi.org\/infoshow\/wp-content\/uploads\/sites\/2\/Screenshot-2026-05-09-at-6.46.03-PM.png 2026w, https:\/\/studentwork.prattsi.org\/infoshow\/wp-content\/uploads\/sites\/2\/Screenshot-2026-05-09-at-6.46.03-PM-300x119.png 300w, https:\/\/studentwork.prattsi.org\/infoshow\/wp-content\/uploads\/sites\/2\/Screenshot-2026-05-09-at-6.46.03-PM-1024x405.png 1024w, https:\/\/studentwork.prattsi.org\/infoshow\/wp-content\/uploads\/sites\/2\/Screenshot-2026-05-09-at-6.46.03-PM-768x304.png 768w, https:\/\/studentwork.prattsi.org\/infoshow\/wp-content\/uploads\/sites\/2\/Screenshot-2026-05-09-at-6.46.03-PM-1536x608.png 1536w, https:\/\/studentwork.prattsi.org\/infoshow\/wp-content\/uploads\/sites\/2\/Screenshot-2026-05-09-at-6.46.03-PM-973x385.png 973w, https:\/\/studentwork.prattsi.org\/infoshow\/wp-content\/uploads\/sites\/2\/Screenshot-2026-05-09-at-6.46.03-PM-508x201.png 508w\" sizes=\"auto, (max-width: 2026px) 100vw, 2026px\" \/><\/p>\n<h2>Conclusions<\/h2>\n<p><strong>A wholistic approach to the study of long term impact of data centers is imperative.<\/strong> Despite heavy existing data center concentration in counties with low social vulnerability, it\u2019s proved challenging to map ongoing, proposed, and planned data center construction \u2013 efforts to do so are largely siloed by locality and municipality, which makes studying national trends and forecasting long-term effects difficult.<\/p>\n<p><strong>There is a clear regional pattern to the data:<\/strong> northeastern states tend to be more volatile in electricity pricing than midwestern and southern states.<\/p>\n<p><strong>Interestingly, high volatility states also tended to have high average prices \u2013 consumers there tend to face both expensive and predictable electricity costs.<\/strong><\/p>\n<p>However, high volatility didn\u2019t always mean high percent change in price.
